Loan Recovery Operations Officer (Head Office)

Job Description

To perform loan recovery administrative tasks through manually settling overdue loan, coordinating with Branch’s Loan Officer, Loan Admin, and Local Authority, preparing related notice of default and proposal for amicable settlement/write-off, and preparing daily report to ensure proper tracking of overdue/default/NPL cases for successful recovery transactions against overdue and defaulted clients.

Duties and Responsibilities

  • Process partial/fully settlement of overdue/defaulted loan upon request from branch or field loan recovery officer. 
  • Prepare daily overdue report and allocate to all branches to keep related personnel informed and take proper actions. 
  • Check, review, and finalize on daily overdue report and submit to management on daily basis.
  • Prepare daily, weekly/monthly of recovery activities and send to branch field recovery officer/management. 
  • Coordinate with Head Office and provincial Loan Recovery Personnel in requests related to recovery process and ensure its smooth recovery operations. 
  • Prepare notice of default, invitation letter, demanding letter, or other related document upon request by loan recovery personnel. 
  • Process all manual settlement of overdue or non-overdue loan upon request/assigned/block account as per required from recovery officer, manager, or management. 
  • Regularly check and review on every case of default/overdue/NPL to ensure proper document such a default notice, invitation, complaint to Commune/Sangkat, and demanding letter are issued in time without any missing. 
  • Ensure every overdue/default/NPL case has proper tracking with reason, commitment, next action, and court update status in daily report. 
  • Prepare and send the report of two-week advance reminding, OD expiration reminding as well as a follow up OD renewal or conversion. 
  • Prepare official memo for such a waiver or write off on principal, interest, penalty fee, legal fee, etc. to the default/NPL/Court Case or other related tasks assigned from Head of Unit/Department/Chief.
  • Check and review daily recovery report for any immediate overdue/default after 1-6 months after disbursement, any loan updated to maturity date, and any loan coming with its due of Quarter/Semi-Annual repayment of principal. 
  • Check and review all cases related to reschedule/restructure request which are already assessed from all branches before submission for approval from Head of Unit/Department in LOS as well as proceed to further actions. 
  • Review and analyse the proposal for upgrade/ downgrade loans following the recommendation and upgrade/downgrade after approval from committee. 
  • Prepare proposal for amicable settlement and write off on principal, interest, legal fee, or etc.  to those default/NPL/Court cases or any other requests which are assigned from Deputy-HCMR/ HCMR for CCE Meeting.
  • Provide more attention on those overdue/default loans which are secured by soft, or receipt of title deed (TD) and coordinate with respective officer to check whether the region has issued strong TD along with a daily report to Head of Unit/Department. 
  • Prepare and track all every property to be sold data/report.

Skills and Specifications

  • Bachelor’s degree in finance and banking, accounting, or any relevant field. 
  • Minimum one year of working experiences in credit function of banking and financial services.
  • Basic understanding of the bank branch operations, rules and regulations, laws, granting loans, and credit risk management. 
  • Good problem solving, negotiation, interpersonal and convincing skills. 
  • Ability to use and communicate in both Khmer and English. 
  • Microsoft Office and Bank’s software. 
  • Excellent organizing, recording, and filing skills. Strong dedication to accuracy and efficiency.
